Ah, so there’s our answer. For some reason the idea of nudity being rarer in a particular county seems slightly strange, but there’s no reason why it couldn’t be.
It seems quite reasonable to me. Quite possibly her town is the center of a very puritanical region. If this is the case there could be two outcomes that change the amount of nudity: the youngsters rebel and all sign up as soon as they legally can, increasing the amount of nudity, or everyone follows the church teaching and nudity is almost unknown.
Certainly not a job as a role model.
