Generally bottomless (and topless) status does tend to be a little more lax actually. Pretty much “just keep these parts exposed” and anything else is fine. The only problem I see is that I’m pretty sure her top is actually a dress and won’t stay like that when she stands up. That obviously won’t fly in even the most relaxed jurisdiction.
