I doubt it, that’s probably the type of boobs the person making and submitting likes the most and puts into the prompt. Thankfully I have the same taste as him/her, so I enjoy it even more.
It’s a licensing system so I imagine that registered PNs have gone through fit and proper person checks to show they’re bona fide naturists rather than thrill seekers/potential sex offenders and pay an annual fee for the privilege. You might not believe it, but public nudity is only prohibited for men in Germany. Women are legally allowed to walk around naked, there is no law against.
Being naked in a public place (which includes most workplaces) is not automatically a criminal offence in England and Wales. There is no general law that bans simple nudity itself -we even saw an old couple riding a tandem naked at the local nature reserve last year – but several laws can apply depending on the circumstances: Under the Sexual Offences Act 2003, it is a criminal offence (indecent exposure) if you intentionally expose your genitals intending that someone will see them and be caused alarm or distress. Under the Public Order Act 1986, causing harassment, alarm or distress through threatening/abusive/insulting behaviour (which can include visible nudity in context) is an offence.
The common law offence of outraging public decency could apply if the act is considered lewd, obscene, or disgusting in a way that outrages reasonable people.
I’ve only ever heard of hands front handcuffing when someone has been taken to a cash machine to pay an on the spot fine. Maybe it’s for “modesty” this time.

But so she could hide her lower pubics. Shouldn’t these are not visible in this case?
As she is not a PN, technically she should be hiding her private parts, so maybe that’s the reason.
