I think that is Rusty Allen. This movie could be Daughter of the Sun. Directed by Herschel Gordon Lewis and produced by David Friedman. 2006 copyright.
My usual image search sites find no copies of this. I’ve decided to imagine that it’s a behind-the-scenes photo from a vintage porn movie and that the guy in the hat is the director. “You’ll enter from over there and cross over to the chaise longue.
