I may not understand the legal system, but Permanently Bottomless? Is that an available sentence? For the rest of your life? I suddenly have other questions. Do you carry a towel with you to put down on seats to protect them from your bare bottom (and anus and vulva)? Seems like for politeness (especially on shared seats like mass transit and park benches) that would be customary. Can the judge sentence you to have to shave, or is that always personal option? And, echoing the other comment, that shirt’s way too long in the back. You may feel like exposing your vulva from in front is the essence of the punishment, but plenty of us like to see bare bottoms, too.
Switching from premise to reality, I wondered who was in the photo and went down a rabbit hole. I’m not sure if it’s okay to put links here, so Google Brewery_Barbie reddit and look for the result that says Legitimate_Bug_5935. That is one weird Reddit page. Is it all the same woman? Sometimes she’s brunette (especially in the shower) and sometimes blonde. Both versions have plenty of tattoos, but I can’t tell if the two versions’ tattoos are the same. But, if you scroll way down to 9 months ago, this photo is there, and if you want to see what she looks like waxed or fully nude, you can find out.
To answer some of your questions the “permanently” in permanently bottomless (or naked) is a misnomer. I didn’t actually invent the term, it came from another tumblr blog back when I was on that site. I guess it’s intended to convey that you have to be naked “all the time”, but the sentence would in fact have a limited duration. But that could easily be a few years for reckless driving causing an accident.
Realistically, yeah you’d probably carry a towel, as I understand real-life nudists typically do, but I usually gloss that over since the majority of pictures available don’t feature them.
No shaving isn’t normally regulated, and lastly I agree her shirt it’s probably too long. It’s plausible that some laws might only require genital exposure, in which case she’s fine, but generally yeah, her backside should be visible too.

I figured permanently nude could apply to voluntary registrations (even though those do have time limits–but they can be extended to last a lifetime!), and even to parental punishments (though, in that case, it’d be “as long as you live under my roof,” because that’s when the authority ends), but not to judicial punishments as in this case. I didn’t understand the nomenclature.
I Googled permanude for no good reason (trying to remember where I’d heard it?) and there’s a Permanude Universe of 66 books by Gloria, and in that case, as in your explanation, it doesn’t seem to mean permanent. But its rules are largely the same as here. Is there a relationship or is it just that great minds think alike? (It’s definitely not plagiarism. No one can hold the rights to a concept. It’s an obvious idea.)
