Ah, now this makes sense! Looks like someone added a 1 before the 5, making it 15. The system maxes at 10, so it is rounded down. From the fact that you submitted the report in person, and it was accepted without any corrections; I think one of the clerks made this error. As compensation, I am granting you 10 free full body laser hair removal sessions. Also, I am waving your registration fee for PN-Pay. Unfortunately, this is the most I can do.
I would waving the registration fee ONLY she voluntarily removes her pubes in the next 10 mins… then I granting her 1 year free full body laser hair removal sessions, probably. And she needs to show up for personal inspection once a month.

What’s the problem? You just saved yourself a return trip in five years to reactivate your PN status. Look at it as an unexpected bonus.
