I’m definitely gonna have to point to my “laws can vary” disclaimer on this one. A “furry” registration option forbidding shaving is definitely not a common thing in this setting. But that doesn’t mean it couldn’t exist somewhere.
I actually did a somewhat similar caption in which there’s a special “cat girl” registration available in Japan. But in that version the tail was specifically allowed, and shaving wasn’t mentioned.
