Or is she normally clothed but baring her breasts for the rush of the cold air? I noticed you included both the “nwo” and “topless” tags, but those are just used for in-universe and to state that she’s topless in the pic, right? Or does the use of the topless tag automatically mean she’s registered topless? All good stuff, just curious where this pic and caption fit in. 🙂
My intent was along the lines for your first guess. She’s registered permanently topless, but was prepared to take advantage of the cold weather exception. But upon realizing it wasn’t quite as cold as expected (even if she might be within legal limits) she decided she didn’t really need the jacket after all.
