The interpretation of a person’s facial expression does not always match up to what is really going on inside. In her current distress, she could be thinking how ridiculous that the driver just went right past a naked woman trying to get his attention. She could be doing all she can to keep it together and not scream/cry and the result looks like a smile.
I know the picture is just a naked woman walking along the road and has nothing to do with the made up caption, but the above explanation is a very real possibility for this type of scenario if it were real.
This seems like too serious a situation for her to be taking enjoyment in it. The smile on her face seems inappropriate.

It could be interpreted as “Nervous Laughter” or “Distressed Smile” if you really want to get technical about it
