It’s a preference thing! I for one am much more confident about my genitals than I am about my chest. There should be no one correct way of clothing oneself.

Donno, it is a bit odd, sounds like it could be another one of those sketchy N.U.M.A. prescriptions.
A woman with smallish breasts might prefer a top, perhaps a stuffed bra.
A woman with rather large breasts might prefer the additional support of a bra.
A woman who had a mastectomy might wish to have a place to hide a prosthesis.
