That would depend on the jurisdiction. Some places consider clothing that is designed to cover to be forbidden even if worn in such a way as to (temporarily) not cover, due to the potential to be inappropriately worn.

That doesn’t really practice newd etiquette, which I believe is at least implied even when bottomless is a punishment.
I feel like you’d draw more attention to yourself doing this than if you were fully naked
