Why is the car being driven along the white line, is the driver not paying attention to the road? Perhaps he was driving on the left and is moving over to stop for her.

Or driving on the right and moved over to avoid her. She’s uncomfortably close to the road TBH.
If I stop for one hitch hiker then see others approaching I just accelerate away
