I think you’re wise to be skeptical. It’s definitely very unusual. Though I could believe some tourist destination type place might actually have something like that. Kind of like how Las Vegas has drive-through marriages.

You might want to double-check that your beach registration is legit. Anybody can set up a table and buy a “PN Registrations Here” banner.
