Fair question. Laws on that probably vary quite a bit, some places may be strictly 18+ but it’s not all. Register by a minor would probably require a parent’s permission, or as the other comment said some kind of school program. There would likely still be a minimum age (e.g. 14 or 16) and it could have other restrictions like a maximum registration length of one year.
I’m not saying this to raise a fuss, but how does this fit in to your rule of “no underage nudity” if she registered as a young teen? Because she’s not that young now, I assume? It’s okay to imply a minor is/was nude as long as they’re not shown as a nude minor, is that right? Such as “I’ve been nude my whole life, but I’m X years old now”?
Yeah. The rule only against saying someone naked is currently under 18. That’s basically telling the reader to imagine the picture is something illegal… plus I’m worried that someone will actually believe it! But I don’t think just mentioning a naked minor is too bad, as long as the caption doesn’t dwell on it excessively or make it sexual.
At least she got the good experience of being naked for all of high school. Now that nudity isn’t a big deal, she can go to her community college and figure out what she’s going to do on her own terms.
How does she register at age 14-15
Perhaps a less sex focused version of the Naked in School Program or similar PermaNude settings.

I thought that was your stance on it, just curious. Makes sense to me.
