I wouldn’t think the boots would be a problem in most places. Laws restricting footware aren’t unheard of, but that would be the exception I think.
What does concern me is that skirt. I’m not convinced it’s short enough to keep her properly exposed when standing. If she can get away with that, the laws really must be lax!
