Apparently, the sister needs a sentence of at least five years of full PN, of which at least the first two years should be strict.
This would most likely help her overcome her jealousy of her PN sister.
Maybe your sister wishes she had the courage to register PN too, or maybe she was on the verge of registering before you did and when you got in first she gave up because it would’ve looked like she was copying you.
