Does “strict PN” overule the “safety clothing” clause? Because she could theoretically claim that she needs to wear shoes for health reasons while gardening or doing other tasks, couldn’t she?
I’d think that would vary by jurisdiction. Hoeing weeds in her back yard is not an essential activity. As she is choosing to take that risk, she may not have a necessary safety justification for wearing shoes.
Additionally, what she is describing in the narrative is not safety, but discomfort. Over time, she’ll get used to it. By the time she renews her registration, she likely won’t change anything.

It doesn’t, I think she could justify shoes for safety pretty much anywhere outside.
