Heck, sometimes like now, I don’t even want a skirt.”
Well, I guess the main reason is just what this caption says, it’s kind of a weak punishment, isn’t it? But on top of that it also raises awkward questions about equality. Since it goes from kinda weak to laughably weak if applied to a man. But on the other hand, if the man got a nude (or bottomless) sentence instead, then his punishment is much harsher.

Topless registration as a criminal sentence would be pretty unusual, but I suppose the caption acknowledges that.
Sorry I keep forgetting your specific set of rules. It seems strange that permanudity is a valid sentence but toplessness isn’t.
