I believe that woman seeing you has an expression of wishing she could get naked, too. She’s probably thinking, “I wish I could go register.” The fact is that she could. If that’s her significant other, he probably would like the idea, but unfortunately not the reality of other guys seeing her. This keeps to many willing woman from registering.
