  1. That is a very reasonable arrangement.
    In order to collect any financial assistance from the government, you must initially trade in all of your clothing to get that first check/deposit. After that you must remain PN to continue receiving such assistance. Part of this is a modified registration. The PN registration is indefinite for as long as on assistance, to expire one month after the final assistance payment or one year from registration date, whichever is longer.
    This also means that after assistance ends and the PN registration expires, you won’t own any clothing, so replacing that wardrobe will be another expense to think about. Might want to consider extending that registration for a few years at least, to save enough money to afford to buy more clothes.
